Helium-filled balloon sinks in a helium environment, very much like an air filled balloon sinks in air. This is because the surrounding helium gas does not exert an upthrust greater than the total downward weight of the compressed helium-filled balloon.
In short the net density of the helium-filled balloon is greater than the density of the surrounding helium gas.
