Jack Wells, chief economist at the Department of Transportation, details the agency's progress on a National Strategic Freight Plan. Congress last year ordered the department to craft a strategic freight plan by 2015, and the DOT is working with states and with private industry to pull the plan together. A DOT freight advisory committee began meeting in June.
