Emperor is one of the slowest attackers in Star Wars Battlefront just before Darth Vader but his Force Lightning makes up for it as it can take out huge squads of enemies but leaving him vulnerable to attack. Considering he mastered every lightsaber form he is pretty slow with a lightsaber i guess they didn't make to make him too Op.
